[OSGeo-Conf] Getting ready for the Travel Grant Programme

Hi Steven, I will be busy with OSGeo Oceania this year, so I need to be
careful not to overcommit, but I would like to help. I've worked on the
Oceania TGP for the last 2 years and would be interested to share our
experience, and learn from others.
