[OSGeo-Conf] MOTION Draft RfP FOSS4G2022 for EU only or NAand EU

+1 for "open the call 2022 for *both*, NA and EU"

I have been following, but have been quiet on the discussion thread. Below
is the short version of my rationale following what has been an interesting
and productive discussion :

   1. COVID has exposed in clearer terms what the *actual risks* are to a
   conference team. And, I am praying that it won't end up impacting 2
   conference teams.
   2. The size and budget of presenting these events has increased, and the
   finances are non trivial and present their own risks. Of course, the
   "revenue generation" of FOSS4G is more important to the Board than it is to
   ConferenceDev (IMHO). But the budget/costs are part of the risk and it
   seems there is a reasonable chance that we may see fewer proposals to host
   in the future.
   3. As such, it is quite possible that ConferenceDev will need to be more
   creative to generate multiple, competitive bids. Indeed, competition is
   healthy. Opening things up to both NA and EU provides a moment to
   experiment, and the post-COVID (hopefully) timing seems appropriate. To
   Till's fears, I am personally uncertain if any NA entities would be
   interested in bidding at this juncture and EU, with at least one ready
   bidder has a head start, at the very least.
   4. Hypothetically, in a post-COVID world, what would we do if we
   presented an RFP *and no one bid? *Or, there was only one bid that
   ConferenceDev believed might be inadequate/unrealistic?

I will look forward to seeing our team decision in the coming days...
