[OSGeo-Conf] Letter of Intent to host FOSS4G 2023 in Prizren, Kosovo

We laid out the process. We provided an extension. We have one enthusiastic
LOI. Let the process continue by seeing and evaluating the full Prizren
proposal.

At the same time, and per the earlier Conference Dev exchanges on the *overall
conference selection process, *we do need to continue thinking about how to
recruit more interest in hosting, including retaining regional diversity.
It seems clear, and makes sense, that the pandemic's ripple effects remain
and continue to impact volunteering/recruiting.

Lots to think and talk about...And, a *thank you* to Prizren for stepping
forward...
