[OSGeo-Conf] FOSS4G-Europe 2024

Dear all,

In the last weeks, there were a couple of discussions about the restart of the FOSS4G-Europe event in 2024, when the international one should not be within Europe. If everything is OK with you, I would like to also open a call for hosting the European event in 2024. We have a more straightforward procedure for these regional events. Please check the 2024 wiki page [1] and let me know if we should make changes/corrections to the announcement. Of course, other important regional events are encouraged to take shape (e.g. FOSS4G-NA).
