[OSGeo-Conf] Poll: Change FOSS4G structure to have some continuity of organization and management

I would vote for some modest changes. I think that the LOC is what drives
the the vibrancy and unique nature of the event. I do think that added
support that does not change year over year in the form of staff or
contracted services to provide consistency and professional organization
support would be of huge benefit.
