[OSGeo-Conf] Vote outcome for FOSS4G2023 venue

Hello all,

I prepared an OSGeo news item at

Hope it is ok like that.

Shall I send it to discuss and announce too? Maybe it would be nice if 
someone from Prizren LOC or the chair of the conference committee is
