[OSGeo-Conf] MOTION: add Luca Delucchi to conference committee

Hi all,

FOSS4G Firenze 2022 has concluded with Luca as the chair.  Luca will make a great addition to the committee and I have confirmed with him that he will accept the position.  I motion to add Luca to the conference committee membership, https://wiki.osgeo.org/wiki/Conference_Committee#Membership and start with my vote:
