[OSGeo-Conf] Proposals for Global FOSS4G 2024

Dear members of the OSGeo Board,

It is with great pleasure that we present the final proposal for Belém,
Brazil, to host the international FOSS4G conference in 2024. This proposal
is the result of a joint effort between the Brazilian and Argentine
communities, with the aim of strengthening collaboration and the
dissemination of open-source geospatial technologies in Latin America.

To lead the event, we propose the appointment of Ms. Tatiana Pará (myself,
the sender of this proposal) as the Chair of FOSS4G 2024, representing
Brazil, and Ms. Andrea Trovant, representing Buenos Aires, as the co-chair.
These professionals have extensive experience in event execution and are
committed to organizing a high-level conference that fosters the
development of open-source geospatial solutions.

The organizing team for FOSS4G 2024 will be composed of members from Brazil
and Argentina, in a partnership that aims to integrate and exchange
knowledge between the two countries, building upon the experience from
2021. We believe that this collaborative approach will contribute to an
enriching and diverse event, bringing forth new trends in the open-source
geospatial world.

In addition to the bid to host FOSS4G 2024, we would like to highlight that
we are in the process of formalizing the Brazilian OSGeo Association as a
non-profit private entity. This process is aligned with our commitment to
strengthen and expand OSGeo's presence in Brazil, as well as promote the
use of open-source geospatial software across all sectors of society.

The city of Belém, located in northern Brazil, boasts a rich cultural
history and serves as an important center for research and technological
innovation. Its strategic location, with easy air access and suitable
infrastructure for hosting events, makes it an ideal choice to host FOSS4G
2024. Additionally, Belém offers a variety of tourist attractions, such as
the natural beauty of the Amazon rainforest and the region's rich culinary
heritage, providing a unique experience for conference participants. In
2025, this city will host COP30, and we will take advantage of the new
infrastructure and thematic focus to involve the OSGeo community in the
climate agenda.

We believe that hosting FOSS4G 2024 in Belém will be a unique opportunity
to strengthen ties within the open-source geospatial community in Latin
America, share knowledge, stimulate collaborative projects, and promote the
adoption of innovative technological solutions in a multicultural
environment.

We appreciate your consideration of this proposal and look forward to
receiving the support of the OSGeo Board and the entire international
community in making FOSS4G 2024 a reality in Belém, Brazil. We are
confident that together we can promote a memorable conference, further
advancing open-source geotechnology in our region.
