[OSGeo-Conf] RfP 2025 schedule

That matches with my general feel that the goal should be having a decision at 18months before the target date. This is made harder when the season of the target date is jumping around. Earlier is always better, but it’s hard to get local committees enthusiastic about planning a conference that is two years out into the future, I think.
