Hi Alex,

I'm some years out of touch with this, but typically the Sol Katz Award is decided by former recipients, more info here, https://wiki.osgeo.org/wiki/Sol_Katz_Award.  They may at some point be in contact asking for some agenda time for the presentation of the award (you can probably guess where to put it from prior years too).
