[OSGeo-Conf] FOSS4G and educational leave (bildungsurlaub)

Some info re bildungsurlaub from FOSSGIS from Katja Haferkorn.

The Educational leave (Bildungsurlaub/Bildungszeit ) in Germany is 
complicated.
It must be applied for separately in each federal state, and each 
federal state has a different form. Sometimes there is a fee.
For Hamburg, it is applied for here:

Costs 70 euros.

Participants apply for educational leave from their employer and are 
given time off work for further training.

Sometimes the application is rejected because conferences are not 
eligible. Allegedly because it is impossible to check whether people are 
actually participating in the "curriculum".

The application must include the teaching concept and the schedule for 
the event, with at least 6 hours of teaching time per day.
