<p>I'd prefer there to be no required quorum, and to trust the
judgment of the conference chair to ensure sufficient votes.
However 50% is better than 100%, and I consider a reasonable
compromise.<br>
</p>
If introducing a quorum, then there will need to be a way to remove
people who don't vote, and hence maintain an active committee.<br>
