Draft of Guidelines for OSGeo Local Chapters

Dear All,

Was assigned to solicit work on the local chapters
guidelines at the last OSGeo board meeting.
Sorry to have taken quite long with the assignment.

Have compiled a draft Guideline and put them on
http://wiki.osgeo.org/index.php/Local_Chapter_Guidelines
under the section entitled "New Draft of Guidelines"

Hope that the guidelines will be finalized soon so
