Hi Bart,

SLD was defined in a way so that support of user-defined styling 
functionality was optional. The reasoning behind this is that there will 
be WMSes out there not supporting SLD, while others will. But I admit 
that in SLD 1.0.0 it was not 100% clear what exactly a supporting server 
would have to implement.

We tried to be more specific about this in SLD 1.1.0 (OGC document 
05-078rx). You can have a look at it right now if you are an OGC member. 
If not - you have to wait for a few weeks. ;-)
