Defining what "Membership" means

At the Face-to-Face last week, we worked on better defining what
"membership" means, based on some notes I'd initially put together some
months ago.  I've tried to capture our thoughts in this document:

Our intent to get group consensus on this, and then have the board
formally ratify it.
