[OSGeo-Discuss] Creating a new "local-osgeo-chapter"

Helena,
I think the "no plans" literally meant that just no one has talked about planning to do it.  The issue is certainly coming up with regional or country-based user groups starting to pop-up.  I wouldn't read it as a "plan to never have them", but as simply a lack of commitment so far.
