Interesting thread here.

GIMP is very scriptable.  I've used it for quite a while actually.  A 
stripped down version for use as a CGI would be something that might be 
pretty slick as an add on to a Web Service.  Something to add to a 
Client Layout Canvas product (of which I've been experimenting with 
lately) would do wonders.  SVG import would be a good medium for 
transfer of vector data, even Postscript would work.

Being able to add even some of the graphic filters to the Map output 
would allow for a wealth of options for Map Displays.
