Maybe you should take a look at gpsd.berlos.de

From you (quite short) descritpion, many of the low-level stuff has
already been sorted out.

Chris Kuethe, one of the main developers was fiddiling with something
along the lines you just described. He is usually at the #gpsd at
FreeNode.
