Then let's have a "free as in beer" slot for such software.
It would be harmful to mix free software (as in liberty) with
gratis (or whatever) software in the same slot. At least
the proposal does not quite match the OSGeo aims.

Since FOSS4G2007 is presented by OSGeo, the accepted contributions
should somehow reflect OSGeo aims.
