[OSGeo-Discuss] MOLANDA opensource implementation

hello list, I was browsing in Internet, searching for multiobjective
discrete land allocation model and I found a reference about MOLANDA gis,
but there is nothing in Internet about this software, please help me, saying
me if exists a opensource project that implements that model or where i can
get the MOLANDA GIS
