Hi,
sorry that I reply late...
We already have something in place to organize events including managing potential appearance of OSGeo there. The standard process could be to send the link to an information directly to the Discuss list. This alreday happens like here:

If anybody is interested they can then create a Wiki page and tag it as a "Proposed Events" like I did here:
http://wiki.osgeo.org/index.php/Information_Fusion_Conference_2008
When OSGeo does get involved the Category can be changed to "Events" to reflect involvement. All corresponding events and categories are listed here:
http://wiki.osgeo.org/index.php/Category:Events
Whenever an event has gone through this rather short formality and it appear in the Events listing it just needs to be copied to the Portal page. This should be done by people with WebCom edit role, simply send them an email to their list.
In short, I don't think that it should be the ED's job to manage events for the community. She can and should take care of that herself.
