GeoWebCache will actually proxy requests that are not getmap or 
getcapabilities to the backend, so getfeatureinfo should work. (1.0 RC 
should be out tonight or tomorrow, recommend waiting for that.)

But it doesn't stitch non-tiled requests together or anything like that. 
If storage space is less of an issue, you could consider just using a 
HTTP proxy like Varnish Cache.
