Are you using the MS4W distribution, or did you install it yourself?  

With MS4W, I can hit the MapServer executable with this URL:

http://localhost/cgi-bin/mapserv.exe

I am attempting to establish Mapserver.

One of the tests to see that Mapserver is running is to query the
version 
through the command line. This was successful.

Another test is to send http://your.domain.name/cgi-bin/ms4/mapserv.exe
.

I've tried 'localhost', 'localhost.localdomain' and 
'localhost.localdomain.apache' with no luck.

Can someone suggest a solution. As you can see I'm new to this.

OpenLayers could consume the PostGIS data through MapServer, served
either as a WMS/WFS or as a direct MapServer call.

I believe that Open Layers needs to talk to a WMS or WFS service, rather

than directly executing SQL against a datatabase (PostGIS or otherwise).

A pretty standard configuration is to run Geoserver (geoserver.org) w/
postgis.  Mapserver (mapserver.gis.umn.edu) might be another option.
