There is CatMDEdit (http://catmdedit.sourceforge.net/)- its a desktop
Editor, available under LGPL, and yet integrating with  gvSIG.  Datasets
can be directly
accessed (in gvSIG) through their metadata records. And work is being
done with integration in the other direction as well.
