You also might want to take a look at CatMDEdit [1].

Not too long ago I did a survey on Metadata-Editors regarding their
ability to extract metadata in a semi-automatic manner.  It seems to be
a widely neglected field, with a lot of potential...
CatMDEdit was the most useful editor that I've tested, but in the end it
didn't fulfill the requirements.  I also ended up writing python scripts
that make use of gdal/ogr, creating ISO- and INSPIRE-complaint metadata
sets.
