Hi Puneet,

I'm not aware of anything out of the box as of today, but the OSCAR project is certainly worth a look. It's described in a recent FAO publication - http://www.fig.net/pub/fao/floss_cadastre.pdf (also contains a section on OsGeo, courtesy of Arnulf Christl).

There's also my own pet project - http://code.google.com/p/backsight/
It's focus is on data entry from old maps (it only cares about the spatial side of things). Currently pre-alpha, but based on something that actually works in the real world.
