Definitely!  Just put together an article and submit it via
http://osgeo.org/ojs - drop me or Landon a note, or subscribe to
http://lists.osgeo.org/mailman/listinfo/newsletter to talk to the
journal team.  That goes for anyone else who wants to get their names in
light too!
