I hang out on the openjump mailing list. I dont remember shortest path functionality specifically, but you should ask on the openjump mailing list.

You may wish to try on the open jump email list.
GeoTools has an excellent graph package for finding the shortest path; that was originally ported from JUMP. So I would expect OpenJump to have something.
