I had a look at the current "Technical Guidance for the implementation of INSPIRE View Services", v 3.0. In 4.3.1, they say, that for a GetCapabilities mandate:

*Abstracts
"""
In 4.3.1.1 they handle the GetMap-Operation:

Neither the INSPIRE Network Services [INS NS] Regulation or the Regulation as regards
interoperability of spatial data sets and services [INS DS] require that text rendered on the map has to
be in a specific language.
"""
Anyway, some recommendations are given in 4.3.2, which I would quote here. So INSPIRE seems to have a "best efford" approach to multilinguism.
In 4.3.3 then:

With the ongoing development of OWS Common it is expected that future versions of OGC Standards
will include language support.
"""
