Trying to impose a policy is the wrong direction.  Instead,
communities that care should talk to the owners and see what
can be done.  

Like another post says - make xx.osgeo.org the
official way to recognise a local chapter (no purchase necessary!).
Let local chapters do what they want with osgeo.xx (unless OSGeo 
buys it, there is no rights for managing it anyway).
