I have reactivated the server in a sense that it now states at least
"The OSGeo Gallery site is offline for maintenance due to spam outbreak."

The mechanism of submitting new sites must be revisited.
I would suggest to have a moderation queue to avoid spamming
as it happened in the past.

FWIW: The server is on the webextra machine.
