Hey,
you probably won't need proxy.py. If you are using GeoServer already,
you can use the proxy extension, which even has a graphical
configuration UI. Just copy proxy-2.2-SNAPSHOT.jar (assuming you are
using GeoServer 2.2 already) from [1] into your GeoServer's
WEB-INF/lib directory. Then use Application Request Routing [2] to
proxy GeoServer through IIS.
