Hi Pat

No, vector-tiles is'nt the kind of vector format one would wish as a
replacement of Shapefiles (aka "desktop exchange format") .
Though, MapBox made a valuable input to GeoPackage by proposing
MBTiles as a "desktop exchange format" for raster data.
