Hi OSGeo Charter,
I have worked with Santosh Gaikwad and Momammad Rashad, using Open Source GIS.

Santosh Gaikwad, is a natural evangelist-cum-teacher-cum-developer.  He has a knack of using a cocktail of various software
for GIS, both open and closed source to entice those nearly 'sold/addicted', to the closed source GIS. 


Rashad, is a very good code developer of Open Source GIS.  http://in.linkedin.com/in/rashadkm

LSI-IIIT/lsiviewer has many unique graphics like popping out histograms of administrative entities etc,
to endear Open Source GIS to the administrator.
