This makes total sense Randy, thanks for pushing this. This week I also
heard from a group in Chile with the same thoughts, might as well start
something locally and share. You can do the mailing list at any time,
just file a ticket here[1] under the "Systems Admin" component, and
include the admin's e-mail and desired list name.
PS. it's never too early to start thinking of plans for FOSS4G-2017
