[OSGeo-Discuss] Install Proj and GEOS on Raspbian

'proj' is the source package on Raspbian Jessie (or Debian Jessie).  The
installable binary packages are proj-bin (command line tools), libproj0,
libproj0-dev, and proj-data.

Note: I've been running MapServer and friends on Raspbian on a Pi2 for
awhile.
