I've been working on something pretty similar called projestions
("projection" + "suggestions"). It has an API
<https://github.com/ebrelsford/projestions#api>, there's a demo
<https://projest.io/ns/>, and a QGIS plugin
<http://plugins.qgis.org/plugins/Projestions/> too if you're interested.
