Hi Victoria,

Mailing lists are requested using our OSGeo Trac[1]. You need to
provide an explanation of the purpose of the mailing list and who will
be the administrator (better if you provide two). Here[2] you have an
example of a request. Finally to be able to create tickets you need to
have a valid OSGeo User Id, details here[3].
