I would like to nominate Nuno Oliveira for OSGeo charter membership. 
Nuno is a relatively recent addition in the OSGeo Java tribe, and yet
in this time he managed to be active in the GeoTools, GeoServer and 
GeoWebCache projects,
showing at the same time good technical and communication abilities 
while also providing support on the user lists, along with GeoServer
related presentations and workshops in local FOSS4G/INSPIRE conferences. 
He's also a member of OSGeo Portugal and helps
organizing local events.
