[OSGeo-Discuss] website roles update

Vicky and myself had a go a website roles (ticket 2075
<https://trac.osgeo.org/osgeo/ticket/2075>) over the weekend, there are
some notes on the SAC Wiki
<https://trac.osgeo.org/osgeo/wiki/website%20roles>.

When signing into the website with your OSGeo userid for the first time you
are made a "*subscriber*", and are able to update your profile picture to
be include in the members list.

For anyone who signed in during January you were made an "*editor*" with
the ability to edit and publish events, news, local chapters, resources
(for presentations and links).

GeoForAll labs are covered by "GeoForAll Author" for editing/creating and
"GeoForAll Editor" for publishing. The "GeoForAll Editor" can also promote
users as needed for the GeoForAll inititative.

There are similar roles for Project, Partner and Service Provider.
