[OSGeo-Discuss] new twitter account for Systems/service updates

The OSGeo Systems committee (SAC) has created a new Twitter account, to 
follow service status announcements: https://twitter.com/OSGeo_SysAdmin

Several members of the team now have access to that and will share 
updates that way.

(although email is still used for announcements, sometimes email servers 
go down too)
