Recently passed by the board, and cleaned up during the code sprint, OSGeo
has a new document

guidance Budget and Money Guidance
<https://wiki.osgeo.org/images/5/54/Osgeo_financial_guidence.pdf> for
projects, committees, initiatives and events.

One theme I hope is evident is in the above document is that OSGeo is
volunteer lead, people power everything we do.

Thanks to Malena at last the 2018 FOSS4G's code sprint for starting the
ball rolling on this topic.
