<p>I don't recall having to register in order to submit a
community vote on presentation topics for a FOSS4G conference
before. I have not been to FOSS4GNA for several years, so I
realize the process may differ from the international event.
And I can see there is some logic to restricting the voting pool
to those actually attending, but many, myself included, won't be
able to register before the program is finalized. I try to make
a point to vote if I am fairly certain I'll be attending, but it
looks like that won't be possible this year.</p>
