[OSGeo-Edu] proposed meeting

Greetings,

I'm back from my travels and look forward to the first meeting. I'll do what
I can to join in. I'm still working with a dial-up connection most of the
time so Skype is probably not going to work for me. I'm new to IRC but
expect I'll be able to figure it out.
