[OSGeo-Edu] Nominating Charlie for chair

It hasn't disappeared actually - we're just missing a link. See
http://wiki.osgeo.org/index.php/Conference_Committee. This page is accessible
from the main page of the OSGeo wiki but there is no link to this page on the
education pages we created during the conference wiki-sprint.
