[OSGeo-Edu] Nominating Charlie for chair

Thanks Frank,

I've dug up the old list, it was short, and added it to the main  
committee page.  I think it's best kept there.  This was the initial  
list:

* Puneet Kishor
* Ari Jolma
* Markus Neteler
* Venkatesh Raghavan
* Charlie Schweik
* Pericles Nacionales
* Ned Horning
* Helena Mitasova

Skimming through the subscribers on the mailing list, I'd suggest  
that at least Landon Blake, Scott Mitchell and myself should also be  
on the list.  All in favour?  Anyone else missing?
