can the independent non profit body, doing MOU to OSgeo?

because my meruvian positioning is not legally education institution, but we
like independent non profit education entity,

we make this, because the goverment is amazingly corrupt, and slow, and
education is not focus for practicaly program, and industry need a liason
betweenn

Tyler described the one-to-one MOU for institution <-> OSGeo - versus the
Academic Network idea which is more peer-to-peer, institution to
institution, and with OSGeo.

   1. MOU to serve as a way to join/enter the network?
   2. 5-6 institutions currently interested in signing an MOU with OSGeo
