[OSGeo-Edu] Formal Edu Committee Membership list and chair

Dear Daniel
really I don't remember when it was decided that Charlie is the chair
of the Edu Committee and if we simply voted during a meeting within
some FOSS4Gs.
But probably Charlie can help us.
