[OSGeo-Edu] OSGeo webinars

I think that this is a good idea and strongly suggest that you think
about creating a standard formula that educators can follow when
creating webinars (or workshops, or courses).

We know this formula process works, through our work with OSGeo-Live [1]
(both software packaging, and docs generation), and now with the
OSGeo-Advocate [2] page. Side note, if you haven't added your
OSGeo-Advocate profile yet, then please do so now.

Process is:
* Agree clearly on the target market.
* Define a template for creating the webinar, including instructions on
what to do.
* Write the first 1 or 2 webinars yourself as an example
* People will create the material because it is easier to use your
templates, and then make use of the marketing pipeline you generate than
to do it themselves
* Review material as it is generated in order to ensure consistency
