[El] RFC: PHP Proj.4 bindings

> The patch defines a new package. Since the PHP bindings for mapserver are in a package called "php-mapserver", I've called this new package php-mapserver-proj.

This has been integrated in the mapserver spec file.
Mapserver has been built and deployed to elgis-testing (version is
5.6.5-6), providing the new php-mapserver-proj package.
